Journal of Humanitarian Studies Vol. 1, 2012State.11.“Transit State”means the State through whoseterritorial jurisdiction disaster relief or initialrecovery assistance has received permission topass on its way to or from the affected State inconnection with disaster relief or initial recoveryassistance.12.“Assisting humanitarian organization”means aforeign, regional, inter-governmental orinternational non-profit entity whose mandateand activities are primarily focused onhumanitarian relief, recovery or development.13.“Eligible assisting humanitarian organization”means an assisting humanitarian organizationdetermined to be eligible to receive legalfacilities pursuant to Part V by the originating,transit or affected State, as applicable.14.“Assisting actor”means any assistinghumanitarian organization, assisting State,foreign individual, foreign private companyproviding charitable relief or other foreign entityresponding to a disaster on the territory of theaffected State or sending in-kind or cashdonations.11.「通過国」とは、災害救援または初期復興支援に関連し、被災国との往路または復路において、災害救援または初期復興支援が通過する許可を受けた領域管轄権の属する国をいう。12.「人道支援組織」とは、外国の、地域間の、政府間のまたは国際的な非営利団体で、その職務および活動が主として人道的救援、復興または開発を対象とするものをいう。13.「授与資格を有する人道支援組織」とは、場合に応じ、起点国、通過国または被災国によって、第五部に基づき法的便宜を受ける資格を有すると決定された人道支援組織をいう。14.「支援主体」とは、慈善の救援を提供する人道支援組織、支援国、外国の個人、外国の私企業または被災国の領域において災害に対応するもしくは現物もしくは現金の寄付を送付するその他の外国の団体をいう。Part I: Core responsibilities3. Responsibilities of affected States1. Affected States have the primary responsibilityto ensure disaster risk reduction, relief andrecovery assistance in their territory. NationalRed Cross and Red Crescent Societies, asauxiliaries to the public authorities in thehumanitarian field, and domestic civil societyactors play a key supporting role at the domesticlevel.2. If an affected State determines that a disastersituation exceeds national coping capacities, itshould seek international and/or regionalassistance to address the needs of affectedpersons.3. Affected States have the sovereign right tocoordinate, regulate and monitor disaster reliefand recovery assistance provided by assistingactors on their territory, consistent withinternational law.第一部中核的責任3.被災国の責任1.被災国は、その領域において、災害リスク軽減、救援および復興支援を確保する第一義的責任を有する。各国赤十字・赤新月社（人道的分野における公的当局の補助機関として）および国内の市民社会の主体は、国内において重要な補完的役割を担う。2.被災国は、災害の状況が自国の対処能力を超えたと判断した場合には、被災者のニーズに対処するため、国際的なまたは地域間の支援を求めるべきである。3.被災国は、国際法に従って、その領域において支援主体によって提供される災害救援および復興支援を調整し、規制しおよび監視する主権的権利を有する。4.
