Additional responsibilities of all States1. States providing funding to other assistingactors should encourage them to act in a mannerconsistent with the provisions of paragraph 4.2. Responsibilities concerning diversion and theintended use of resources1. States and assisting humanitarian organizationsshould cooperate to prevent unlawful diversion,misappropriation, or fraud concerning disasterrelief or initial recovery goods, equipment orresources and initiate proceedings asappropriate.2. Affected States should use funds and relief goodsdonated to them, and which they have acceptedin relation to a disaster, in a manner consistentwith the expressed intent with which they weregiven.6.資源の流用および目的内使用に関する責任1.各国および人道支援組織は、災害救援または初期復興の物資、機材または資源の不法な流用、横領または詐欺を防止しおよび適宜訴訟を起こすために協力するべきである。2.被災国は、災害に関連して自国に寄付され、かつ、受領した資金および救援物資について、寄付にあたって表明された意向に合致する方法で使用するべきである。Part II: Early warning and preparedness7.
