Journal of Humanitarian Studies Vol. 1, 2012mapping and mobile phones for data collection and beneficiary communication. It will support the diverseneeds of disaster affected people through programmes like cash programming and psycho-social support.Drawing upon the experiences of National Societies and others, the IFRC will promote best practices inshelter solutions. As the UN system’s global cluster lead in emergency shelter, the IFRC will improve itscapacities and those of its National Societies to fulfil this role in emergencies for which the cluster systemis activated.In furthering its vital coordination role in responding to large scale emergencies, the IFRC will furtherdevelop its global disaster management system, ensuring that necessary human resources and emergencystocks are in place. In the area of logistics, the organization will increase capacity and efficiency andcontinue to provide services to external actors. Finally, particular attention will be focussed on the impactof the Disaster Law Programme, which includes IDRL, addressing the legislative aspects of internationalemergency assistance, local disaster risk reduction and barriers to the provision of emergency shelter.Increasing Red Cross Red Crescent contributions to developmentNational Societies are well known for their vital relief work in disasters and crises, but the organization’snetwork of 13 million volunteers has long been engaged in effective long-term development. The challengeis to capitalise on this unique role, knowledge and expertise to further contribute to social and economicresilience at national and international levels.The IFRC will support National Societies in establishing rural and urban community-based risk reductionprogrammes to ensure that vulnerable households have the means to live in good health, safety and dignity.The organization will also support National Society capacities to analyse climate information and integrateclimate change adaptation into existing activities. The IFRC promotes a holistic health and resilienceapproach linking community based health and first aid to initiatives such as malaria prevention and polioerradication. Having identified the humanitarian consequences of migration as a significant challenge, theIFRC’s Policy on Migration will be translated into action through a combination of education, sensitization,advocacy and social mobilisation.Building capacity and fostering learningBuilding capacity in National Red Cross and RedCrescent Societies is critical to ensuring a stronglocal presence worldwide. To foster continuedgrowth and increasing capabilites, the Red CrossRed Crescent Learning and Knowledge SharingNetwork aims to:? strengthen individual competencies among RedCross and Red Crescent volunteers, members,staff and other humanitarian actors? stimulate new thinking in the humanitarian anddevelopment field? increase the magnitude, quality and impact ofhumanitarian service delivery.Through a global network of learning partnerships,the Red Cross Red Crescent Learning andKnowledge Sharing Network will offer vocationaland academic training in four key areas, includingdisaster management, health, humanitariandiplomacy and business management.Courses offered will incorporate content fromexisting Red Cross and Red Crescent learningprogrammes, as well as content from globalacademic partners who are at the forefront of theirindustries. Over time, this accumulated intellectualproperty will serve as the basis for new researchprograms in the humanitarian field.Already, the IFRC has launched new partnershipswith academic institutions, including with theDiplo Foundation in Geneva on humanitariandiplomacy, with University of Manchester onhealth, with Ottawa on disaster management andwith Asia e University/Bahrain Learning Centre.
