Affected States should waive or expedite thegranting of any applicable licenses and reduceany other barriers to the use, import or export oftelecommunications and information technologyequipment by assisting States and assistinghumanitarian organizations, or on their behalf,in disaster relief and initial recovery assistance.Without discrimination against or negativeimpact to domestic relief actors, affected Statesshould also grant (or, where appropriate,encourage other domestic actors to grant)assisting States and eligible assistinghumanitarian organizations priority access tobandwidth, frequencies and satellite use fortelecommunications and data transfer associatedwith disaster relief operations.3. Originating, transit and affected States shouldreduce legal and administrative barriers to theexportation, transit, importation andre-exportation of medications and medicalequipment by assisting States and eligibleassisting humanitarian organizations, or ontheir behalf, in disaster relief and initialrecovery assistance, to the extent consistent withpublic safety and international law. AssistingStates and eligible assisting humanitarianorganizations should take all reasonable steps toensure the quality, appropriateness and safety ofany such medications and equipment and inparticular:a. Any medications they import should beapproved for use in the originating andaffected State;b. Medications they use in their ownoperations should be:i. transported and maintained inappropriate conditions to ensuretheir quality and;ii. guarded against misappropriationand abuse.c. Any medications they donate for use byothers in the affected State should be:i. at least 12 months from their expirydate upon arrival, unless otherwise支援国および授与資格を有する人道支援組織によってまたはこれらの国および組織のために輸入された輸送機器に関する外国の登録およびナンバープレートに対して一時的な承認を与えるべきである。2.被災国は、災害救援および初期復興支援において、支援国および人道支援組織によるまたはこれらの国および組織のための通信および情報技術の機材の使用、輸入または輸出について、適用される免許を免除しまたは迅速に発給し、および、その使用、輸入または輸出に対するその他の障壁を軽減するべきである。被災国は、国内の救援主体に対して差別を行いまたは悪影響を及ぼすことなく、支援国および授与資格を有する人道支援組織に対し、災害救援活動に関連する通信およびデータ転送のための帯域幅、周波数および衛星の使用への優先的なアクセスを与える（または、該当する場合には、その他の国内の主体に対し、当該アクセスを与えることを推奨する）べきである。3.起点国、通過国および被災国は、公衆の安全および国際法に適合する限り、災害救援および初期復興支援において、支援国および授与資格を有する人道支援組織によるまたはこれらの国および組織のための医薬品および医療機材の輸出、通過、輸入および再輸出に対する法的および行政上の障壁を軽減するべきである。支援国および授与資格を有する人道支援組織は、医薬品および機材の品質、適切性および安全性を保持するため、すべての妥当な措置をとるべきである。特に、次の条件が満たされるべきである。a.輸入するあらゆる医薬品は起点国および被災国において使用が承認されているものであること。b.自らの活動で使用する医薬品は、i.品質を保持するために適切な条件の下で輸送されおよび保管されること。ii.横領および乱用から保護されること。c.被災国において他の者によって使用されるために寄贈するあらゆる医薬品は、i.受領する当局によって別段の合意がなされる場合を除き、到着時に最低12ヶ人道研究ジャーナルVol. 1, 2012193
