Transport1. Originating, transit and affected States shouldgrant, without undue delay, permission for thespeedy passage of land, marine and air vehiclesoperated by an assisting State or eligibleassisting humanitarian organization, or on itsbehalf, for the purpose of transporting disasterrelief or initial recovery assistance and, ideally,waive applicable fees.2. In particular, permission should be granted foroverflight, landing and departure of aircraft.Such aircraft should also be authorized tooperate within the territory of the affected Stateas required for the delivery of assistance.3. Any applicable exit, transit and entry visas forthe operating personnel of such transportvehicles should be promptly issued.19.輸送1.起点国、通過国および被災国は、災害救援または初期復興支援を輸送する目的で、支援国もしくは授与資格を有する人道支援組織によってまたはこれらの国もしくは組織のために運行される陸上、海上および航空の輸送機器の速やかな通過に対し、遅滞することなく許可を与え、および、理想的には適用される手数料を免除するべきである。2.特に、航空機の上空飛行、着陸および離陸に対して許可が与えられるべきである。航空機は、また、支援の配送の必要に応じ、被災国の領域内における運行を許可されるべきである。3.輸送機器を運行するための要員に対して適用される出国、通過および入国査証は、速やかに発給されるべきである。20.
