Assisting States and eligible assistinghumanitarian organizations should also begranted the right to freely bring the necessaryfunds and currencies in or out of the countrythrough legal means and to obtain legalexchange rates in connection with their disasterrelief or initial recovery assistance.3. Affected States should allow assisting States andeligible assisting humanitarian organizations tolegally hire and terminate the contracts of localpersonnel.2.また、支援国および授与資格を有する人道支援組織に対し、自らの災害救援または初期復興支援に関連し、合法的な手段により必要な資金および通貨を国に自由に持ち込みまたは国から自由に持ち出す権利ならびに法定為替レートを得る権利が与えられるべきである。3.被災国は、支援国および授与資格を有する人道支援組織が現地要員の雇用および契約の終了を合法的に行うことを可能とするべきである。21. TaxationAffected States should provide exemptions toassisting States and eligible assisting humanitarianorganizations from value-added and other taxes orduties directly associated with disaster relief andinitial recovery assistance.21.課税被災国は、支援国および授与資格を有する人道支援組織に対し、災害救援および初期復興支援に直接関連する付加価値税およびその他の税または関税を免除するべきである。22.
