Affected States should consider, when it is intheir power and to the extent possible under thecircumstances, providing certain services atreduced or no cost to assisting States and eligibleassisting humanitarian organizations, whichmay include:a. In-country transport, including bynational airlines;b. Use of buildings and land for office andwarehouse space; andc.
