Journal of Humanitarian Studies Vol. 1, 2012Eye on resources: What’s needed to succeed?The IFRC’s Long-term planning framework articulates detailed ambitions for its Secretariat that advancethe aims outlined in Strategy 2020. This framework represents vital humanitarian and development workover and above the IFRC response to emergencies, which are funded through an Emergency Appealsystem. Within this development oriented framework, more detailed objectives are in place for its fieldoffices around the world ? including five zone offices that provide decentralized leadership and supportto National Societies ? and for its Geneva-based divisions. Unfortunately, it operates in an environment ofgreat disaster risk, meaning it needs to always to be ready for that next major emergency. This comittmentto understanding the risks faced by the people of Japan and to effectively preparing at the community levelis at the heart of resilience.This successful experience preparing for and responding to emergencies puts the Japanese Red Crossin a great position to help it sister Red Cross and Red Crescent societies grow and prepare in their ownenvironments, building global resilience. The experience of the JRCS following the Great East JapanEarthquake and Tsunami can provide valuable lessons to all, including on the importance of preparing fornuclear emergencies. This is an area where the Japanese Red Cross is in a clear position to lead as theyhave done, for example, in supporting global improvements to International Disaster Response Laws.As a leading providing of healthcare in Japan, through its extremely succeful network of hospitals andnursing colleges, the Japanese Red Cross is also in an outstanding position to help Red Cross and RedCrescent National Societies to grow in their health services to vulnerable people in growing urban settingsand in rural communities.I know I speak on behalf of the entire Red Cross Red Crescent network when I extend my sincere thanksto the Japanese Red Cross for its leadership and generosity over these many years of humanitarian service.人道研究ジャーナルVol. 1, 201219
