The Journal of Humanitarian Studies Vol. 3, 2014“Internationally Donated Funds”means any fundsdonated by foreign persons or entities directly to theGovernment of［country name］or to an AssistingDomestic Actor for purposes of Disaster Relief or InitialRecovery Assistance.“International Personnel”means the staff andvolunteers of any Assisting Actor providing DisasterRelief or Initial Recovery Assistance in［country name］,being persons who are neither citizens of［country name］nor domiciled in［country name］prior to their recruitmentby the Assisting Actor.“Legal Facilities”means the special entitlements andexemptions that are made available to Eligible Actorsunder Chapter VI of this Act.“Locally Engaged Personnel”means nationals of orpersons domiciled in［country name］who are recruited asstaff or volunteers by Assisting International Actors toprovide Disaster Relief or Initial Recovery Assistance.“Services”means activities undertaken by AssistingActors to assist Disaster-affected communities with theirrelief or initial recovery, such as search and rescueactivities, medical care, protection activities andinformation.“Transit Facilities”means the special entitlements andexemptions that are made available to AssistingInternational Actors under Chapter VIII of this Act.“Transit Facilities Period”means the period followinga Disaster in another country, as described in Article 62of this Act, during which the relevant Legal Facilitiesdescribed in Chapter VIII are made available to AssistingActors for the purpose of providing Disaster Relief orInitial Recovery Assistance.“Transport”means the land, air or water vehiclesoperated by or on behalf of Assisting Actors to transportInternational Personnel, Goods and Equipment across aninternational border for the purpose of providing DisasterRelief or Initial Recovery Assistance.「国際的に寄付された資金」とは、災害救援又は初期復興支援の目的で外国の個人又は団体から［国名］政府又は国内の支援主体に対して直接寄付された資金をいう。「国際要員」とは、［国名］において災害救援又は初期復興支援を提供する職員及びボランティアで、支援主体によって雇用される以前に［国名］の市民でも住民でもない者をいう。「法的便宜」とは、この法律の第6章の下で授与資格を有する主体に与えられる特別の権利及び免除をいう。「現地雇用要員」とは、［国名］の国民又は住民で、災害救援又は初期復興支援を提供するために国際的な支援主体によって職員又はボランティアとして雇用された者をいう。「サービス」とは、被災コミュニティの災害救援又は初期復興において当該コミュニティを支援するために支援主体によって実施される活動（例えば、捜索・救出活動、医療ケア、保護活動及び情報提供）をいう。「通過便宜」とは、この法律の第8章の下で国際的な支援主体に与えられる特別の権利及び免除をいう。「通過便宜期間」とは、この法律の第62条に示す通り、他の国における災害に続く期間で、災害救援又は初期復興支援を提供する目的で第8章に示す関係する法的便宜が支援主体に与えられる期間をいう。「輸送」とは、災害救援又は初期復興支援を提供する目的で、国境を越えて国際要員、物資及び機材を輸送するために支援主体（又はその代理）によって運行される陸上、航空又は海上の輸送機器をいう。Article 4 Existing Rights, Privileges andImmunitiesNothing in this Act shall be interpreted to limit or reduceany existing rights, privileges or immunities that may beenjoyed by an Assisting Actor as separately recognizedby other laws or agreements of［country name］, including第4条既存の権利、特権及び免除この法律のいずれの規定も、支援主体が享受することのある既存の権利、特権又は免除で、［国名］のその他の法律又は協定（［国際組織法及び外交・領事関係法］及び［国名］と支援主体の間の地位又は164人道研究ジャーナルVol. 3, 2014
