Immediately after the onset of a major Disaster, andafter consultation with relevant［provincial/district/state］and local authorities, the［relevant disaster managementauthority］shall make a determination, based on initialestimates of needs and damage, as to whether domesticcapacities are likely to be sufficient to attend to the needsfor Disaster Relief and Initial Recovery Assistance. Thisdetermination may also be made, at the discretion of the［relevant disaster management authority］, prior to theonset of an imminent major Disaster.b. In the event of a determination that domestic responsecapacities are not likely to be sufficient due to the scaleof the Disaster, the［relevant disaster managementauthority］shall advise the［President/Prime Minister］andrecommend that an immediate request be made forInternational Disaster Assistance.c. If such a recommendation is made, the［relevantdisaster management authority］shall, after consultationwith relevant［provincial/district/ state］and localauthorities, develop a preliminary list of Goods,Equipment and Services required. The［relevant disastermanagement authority］shall make this list available topotential Assisting International Actors immediatelyupon the commencement of an International DisasterRelief Period pursuant to Article 8. The list shall beupdated as needed to reflect new information andchanging circumstances.d. A determination that domestic capacities are likely tobe sufficient and that International Disaster Assistance istherefore unnecessary may be reviewed and rescinded bythe［relevant disaster management authority］at any time,in light of updated information.第5条国際的な災害支援の必要性に関する調査a.［関係災害管理当局］は、大規模災害の発生の直後に、かつ、関係する［県/区/州］及び現地の当局との協議の上で、ニーズ及び被害の初期評価に基づき、国内の能力が災害救援及び初期復興支援のニーズに対応するために十分であるかの決定を行う。この決定は、［関係災害管理当局］の裁量において、起こりうる大規模災害の発生以前に行うことができる。b.［関係災害管理当局］は、災害の規模に鑑みて国内の対応能力が十分でないと決定した場合には、［大統領/首相］に勧告を行い、国際的な災害支援が即時に要請されることを提言する。c.［関係災害管理当局］は、そのような提言が行われた場合には、関係する［県/区/州］及び現地の当局との協議の上で、必要とされる物資、機材及びサービスの予備リストを作成する。［関係災害管理当局］は、第8条に従った国際的な災害救援期間の開始直後に当該リストを潜在的な国際的な支援主体に公開する。このリストは、最新の情報及び変化する状況を反映させるために必要に応じて更新される。d.国内の対応能力が十分であり、したがって国際的な災害支援が必要でないという決定は、更新情報に鑑み、何時でも［関係災害管理当局］によって再検討され及び廃止されることがある。Article 6 Requests for International Disaster第6条国際的な災害支援の要請人道研究ジャーナルVol. 3, 2014 165
