Upon the advice of the［relevant disaster managementauthority］, the［President/Prime Minister］may make arequest for International Disaster Assistance. That requestmay be specifically directed to particular internationalactors, or it may be a general request directed to theinternational community as a whole.［In the latter case,the request shall be directed to the［relevant regionalorganization and］the United Nations Emergency ReliefCoordinator for assistance in dissemination to potentialAssisting International Actors.］b. The request shall be accompanied by:（i）information as to the extent and type ofassistance required, based on the list prepared bythe［relevant disaster management authority］pursuant to Article 5, unless gathering suchinformation would lead to undue delay in issuingthe request; and（ii）information on the procedures for AssistingInternational Actors to make offers or provideassistancepursuanttoArticle7.a.［大統領/首相］は、［関係災害管理当局］の提言に基づき、国際的な災害支援を要請することができる。この要請は、特定の国際的な主体に対して行われることも、又は国際社会全体に対する一般的な要請であることもある。［後者の場合には、要請は、潜在的な国際的な支援主体への通知を支援するため、［関係地域機関及び］国際連合緊急援助調整官に対して行われる。］b.要請は、次の情報を伴う。（i）第5条に従って［関係災害管理当局］が作成したリストに基づく、必要とされる支援の範囲及び種類（情報の収集が要請の発出の過度の遅延につながる場合を除く。）に関する情報（ii）第7条に従って国際的な支援主体が支援を申し出る又は提供するための手続に関する情報Article 7 Offers and Acceptance of InternationalAssistancea. Except as otherwise provided in subsection（d）,Assisting International Actors may provide InternationalDisaster Assistance in［country name］only if they havemade an offer that has been accepted pursuant to thisArticle.b. Assisting States and intergovernmental organizations［including the United Nations］interested in providingInternational Disaster Assistance shall direct offers to theMinistry of Foreign Affairs［through the appropriate［country name］embassy］. Offers should indicate, ingeneral terms, the type, amount, means of delivery andestimated duration of assistance to be provided. TheMinistry of Foreign Affairs shall then consult with the［relevant disaster management authority］about suchoffers. Upon the direction of the［relevant disastermanagement authority］, the Ministry of Foreign Affairsmay accept such offers, in whole or in part.c. Assisting States planning to provide aid throughmilitary actors shall make such offers according to［regulations to be made under this Act / agreement第7条国際的な支援の申出及び同意a.国際的な支援主体は、d項に特段の規定がある場合を除き、本条に従って同意された申出を行った場合においてのみ、［国名］において国際的な災害支援を提供することができる。b.国際的な災害支援を提供することに関心のある支援国及び政府間機関［国際連合を含む。］は、［適切な［国名］の大使館を通じて］外務省に対して申出を行う。申出は、一般的に、提供される支援の種類、量、供与手段及び予想される期間を提示するべきである。外務省は、その上で、［関係災害管理当局］とこのような申出に関して協議を行う。外務省は、［関係災害管理当局］の指示を受け、申出のすべて又は一部に同意することがある。c.軍事的主体を通じた支援の提供を計画する支援国は、［この法律の下で作成される規則/［国名］と支援国の間の協定/関係地域協定］に従ってそのよ166人道研究ジャーナルVol. 3, 2014
