Notwithstanding the provisions of Article 7, and inline with its fundamental principles and auxiliary role asset out in［National Red Cross/Red Crescent act ordecree］, the［country name Red Cross/Red Crescent］Society may request assistance from any of the ForeignComponents of the International Red Cross and RedCrescent Movement to supplement its disaster relief andrecovery work at any time. The［national disastermanagement agency］shall be informed of any suchrequest.b. In the event that a general request for internationalassistance has not yet been made pursuant to Article 6,the［national disaster management agency］may, uponrequest of the［country name Red Cross/Red Crescent］Society, approve the commencement of the internationaldisaster relief and initial recovery periods with respect toassistance from the Foreign Components of theInternational Red Cross and Red Crescent Movement.These periods shall continue until terminated pursuant toArticle 9 or Article 10, as appropriate.a.［国名赤十字/赤新月］社は、第7条の条項にかかわらず、また、［各国赤十字/赤新月法又は政令］に定める基本原則及び補完的役割に従い、何時でもその災害救援及び復興業務を補完するため、国際赤十字・赤新月運動の海外構成機関のいずれかに対して支援を要請することができる。［国内の災害管理官庁］は、そのような要請について知らされるものとする。b.［国内の災害管理官庁］は、第6条に従って国際的支援のための一般的な要請が未だなされていない場合には、［国名赤十字/赤新月］社の要請に基づき、国際赤十字・赤新月運動の海外構成機関からの支援に関して国際的な災害救援及び初期復興期間の開始を承認することができる。当該期間は、必要に応じて第9条又は第10条に従って終了されるまで継続される。Chapter III Coordination and Preparedness forInternational Disaster Assistance第3章前準備国際的な災害支援のための調整及び事Article 12 Coordination Duties and Powers of theFocal Point Agencya. The［relevant disaster management authority］established by the［national disaster management act］shall serve as a central focal point agency for liaisonbetween the government of［country name］and AssistingInternational Actors, promoting the effective facilitation,coordination and oversight of International DisasterAssistance pursuant to this Chapter. As such, the［relevantdisaster management authority］shall serve as the maincounterpart for any applicable international or regionalcoordination mechanisms, including those of the UnitedNations.b. The［relevant disaster management authority］shallinform Assisting Actors and relevant national,［provincial/district/state］and local governmentalagencies of their rights and responsibilities under this Actand orient them to other laws, rules or proceduresespecially relevant to Disaster Relief and Initial Recovery第12条調整義務及び窓口となる機関の権限a.［国内の災害管理法］によって設置された［関係災害管理当局］は、本章に従って国際的な災害支援の効果的な円滑化、調整及び監督を促進しつつ、［国名］政府と国際的な支援主体の間の連絡調整の中心的な窓口としての役割を果たす。［関係災害管理当局］は、このように、国際連合の制度を含む、適用される国際的な又は地域的な調整制度の主要窓口としての役割を果たす。b.［関係災害管理当局］は、支援主体並びに関係する国内、［県/区/州］及び現地の政府機関に対し、この法律の下での権利及び責任を通知し、かつ、これらを災害救援及び初期復興支援に特に関係するその他の法律、規則又は手続に引導する。人道研究ジャーナルVol. 3, 2014 169
