The Journal of Humanitarian Studies Vol. 3, 2014Assistance.c.［During the International Disaster Relief and InitialRecovery Periods,］the［relevant disaster managementauthority］may［request/order］any relevant governmentalbody to undertake actions or make available assets orpremises required to facilitate the work of AssistingInternational Actors to provide Disaster Relief or InitialRecovery Assistance. Such bodies［shall/may］comply tothe fullest extent possible within their legal mandates.Any［request/order］that may impose a substantial burdenon the cooperating agency may be reviewed at its requestby the［appropriate high-level official］.d.［During the International Disaster Relief and InitialRecovery Periods,］the［relevant disaster managementauthority］may request any private actor to undertakevoluntary actions, at their own expense, as needed tofacilitate the work of Assisting International Actors toprovide Disaster Relief or Initial Recovery Assistance.This may include a request to lower or waive fees orcharges for key services required by AssistingInternational Actors and/or to extend operating hours fortheir provision.e. The［relevant disaster management authority］shallensure that attention is paid as appropriate to potentialinternational assistance in simulations, exercises andtraining that it organizes.c.［関係災害管理当局］は、［国際的な災害救援及び初期復興期間において］、関係政府機関に対し、災害救援又は初期復興支援を提供する国際的な支援主体の業務を円滑にするために必要な行動をとり又は資源若しくは建物が利用できるよう［要求/命令］することができる。該当機関は、法定の職務内で可能な限り従う［ものとする/ことができる］。［要求/命令］が協力機関に過度の負担を課す可能性のある場合には、該当機関からの要請に応じ、［適切な位の高官］によってこれが再検討されることがある。d.［関係災害管理当局］は、［国際的な災害救援及び初期復興期間において］、民間の主体に対し、自らの費用で、災害救援又は初期復興支援を提供する国際的な支援主体の業務を円滑にするために必要な自主的な行動をとるよう要請することができる。これには、国際的な支援主体が必要とする主要なサービスに関する料金若しくは手数料の引き下げ若しくは免除又はその提供のための営業時間の延長の要請が含まれる。e.［関係災害管理当局］は、自らが組織する模擬訓練、実習及び研修において、潜在的な国際的な支援に対して適切に注意が払われるよう確保する。Article 13 Taskforce on International DisasterAssistance Preparednessa. A Taskforce on International Disaster AssistancePreparedness（hereinafter“the Taskforce”）is herebyestablished under the chairmanship of the［relevantdisaster management authority］, with the primary role ofenhancing preparedness for implementation of this Act incase of a Disaster requiring International DisasterAssistance.b. The Taskforce shall be composed of representativesfrom:（i）t h e［re l e v a n t d i s a s t e r m a n a g e m e n tauthority］;（ii）［other appropriate governmental ministries,agencies and/or departments］;（iii）the［country name Red Cross/Red Crescent］Society;第13条国際的な災害支援の事前準備に関するタスクフォースa.国際的な災害支援の事前準備に関するタスクフォース（以下、「タスクフォース」という。）は、国際的な災害支援を必要とする災害が発生した場合にこの法律を実施するための事前準備を強化することを主な役割とし、［関係災害管理当局］を議長として本条によって設置される。b.タスクフォースは、次のものの代表者で構成される。（i）［関係災害管理当局］（ii）［その他の適切な政府省庁、官庁又は部署］（iii）［国名赤十字/赤新月］社170人道研究ジャーナルVol. 3, 2014
