The Journal of Humanitarian Studies Vol. 3, 2014（iv）［domestic NGOs active in disastermanagement］; and（v）such other members as the［relevant disastermanagement authority］may invite to participate,including but not limited to relevant officialsfrom［provincial/district/ state］and localgovernment offices, and other nationalstakeholders, as well as relevant United Nationsagencies, regional organizations, Foreign NGOs,or Foreign Components of the International RedCross and Red Crescent Movement.c. The Taskforce shall provide technical advice onpreparedness for the facilitation of International DisasterAssistance to the［relevant disaster managementauthority］as requested. In fulfilling this role, theTaskforce shall:（i）prepare and update manuals, guidelines,plans or other procedures related to the entry andcoordination of Disaster Relief and InitialRecovery Assistance;（ii）compile and update information on existingbilateral, regional and international coordinationmechanisms applicable to［country name］, andprovide advice to the［relevant disasterm a n a g e m e n t a u t h o r i t y］o n t h e f u r t h e rdevelopment of such mechanisms;（iii）develop and maintain a list of personnelnominated by the relevant ministries to participatein Single Window International FacilitationTeams（SWIFTs）, as described in Article 14, andassist the［relevant disaster managementauthority］to convene the SWIFTs immediatelyupon the commencement of an InternationalDisaster Relief Period pursuant to Article 8, ifrequired for the volume of International DisasterAssistance expected;（iv）［advise the relevant disaster managementauthority on the development of/ develop］qualitystandards for Disaster Relief and Initial RecoveryAssistance, as described in Chapter IV of thisAct;（v）develop, in accordance with Chapter IV ofthis Act, procedures, documentation requirementsand information about the responsibilities of（iv）［災害管理に従事する国内NGO］（v）［関係災害管理当局］が参加を要請することのあるその他のメンバー（［県/区/州］及び現地の政府の公務員、その他の国内利害関係者、関係する国際連合機関、地域機関、外国NGO又は国際赤十字・赤新月運動の海外構成機関を含むが、これらに限定されない。）c.タスクフォースは、要請に応じて［関係災害管理当局］に対し、国際的な災害支援の円滑化のための事前準備に関する技術的な助言を行う。タスクフォースは、この役割を果たすにあたり、次のことを行う。（i）災害救援及び初期復興支援の入国及び調整に関連する手引書、指針、計画又はその他の手続を作成し及び更新する。（ii）［国名］に適用される既存の二国間、地域的及び国際的な調整制度に関する情報を収集し及び更新し、並びに［関係災害管理当局］に当該制度のさらなる展開に関して助言を提供する。（iii）第14条に示す統一窓口による国際的な円滑化のためのチーム（SWIFTs）への参加を関係省庁から指名された要員のリストを作成し及び維持する。また、想定される国際的な災害支援の量に鑑みて必要がある場合には、第8条に従って国際的な災害救援期間が開始された直後に、SWIFTsを招集するにあたり［関係災害管理当局］を支援する。（iv）この法律の第4章に示す災害救援及び初期復興支援の質的基準［の発展に関して関係災害管理当局に助言を行う/を発展させる］。（v）この法律の第4章に従い、この法律の下での支援主体の責任に関する手続、書類の要件及び情報を発展させる。人道研究ジャーナルVol. 3, 2014 171
