The Taskforce shall meet:（i）immediately upon the commencement of anInternational Disaster Relief Period pursuant toArticle 8, to ensure the effective operation of theSWIFTs described in Article 14 and to advise the［relevant disaster management authority］on theapplication of relevant procedures, manuals andother technical materials concerning thefacilitation of International Disaster Assistance;and（ii）otherwise as necessary, and in any event, noless frequently than once per year, to reviewnational preparedness for implementing theprovisions of this Act and to carry out thefunctions assigned to it pursuant to this Article.（vi）［関係災害管理当局］又は［その他の関係当局］からの要請に応じ、国際的な災害支援に関連するその他の任務を遂行する。d.タスクフォースは、次の通り会合を開く。（i）第14条に示すSWIFTsの効果的な活動を確保し、かつ、［関係災害管理当局］に対して国際的な災害支援の円滑化に関する関係手続、手引書及びその他の技術的な資料の適用に関して助言するため、第8条に従って国際的な災害救援期間が開始された直後。（ii）その他必要に応じ、かつ、いずれの場合においても、少なくとも年一回は、この法律の条項を実施するための国内の事前準備を再検討し及びこの法律に従って与えられた機能を実行するために会合を開く。Article 14 Single Window InternationalFacilitation Teams（SWIFTs）a. Single Window International Facilitation Teams（SWIFTs）shall be established in accordance with thisArticle, for the purpose of consolidating and expeditingthe legal requirements concerning entry of incomingInternational Personnel, Goods, Equipment andTransport, as well as the application process foreligibility, as described in Chapter V.b. In consultation with the Taskforce on InternationalDisaster Assistance Preparedness, the［relevant disastermanagement authority］shall establish the number,membership, functions, authorities and operatingprocedures for the SWIFTs, consistent with this Act andother relevant legislation.c. The SWIFTs shall be composed of representatives ofrelevant ministries and agencies, from the list establishedand updated by the Taskforce on International DisasterAssistance Preparedness in accordance with Article 13.d. Upon the commencement of an International DisasterRelief Period pursuant to Article 8, SWIFTs shall bedeployed to primary points of entry for InternationalDisaster Assistance, including, as circumstances dictate,第14条統一窓口による国際的な円滑化のためのチーム（SWIFTs）a.統一窓口による国際的な円滑化のためのチーム（Single Window International Facilitation Teams:SWIFTs）は、到着する国際要員、物資、機材及び輸送の入国に関する法的要件並びに第5章に示す授与資格の申請手続を確立し及び迅速に行う目的で、本条に従って設置される。b.［関係災害管理当局］は、国際的な災害支援の事前準備に関するタスクフォースとの協議の下、この法律及びその他の関係する法令に従ってSWIFTsの数、メンバーの要件、機能、権限及び活動手続を確立する。c. SWIFTsは、国際的な災害支援の事前準備に関するタスクフォースによって第13条に従って作成され及び更新されるリストに基づき、関係省庁の代表者によって構成される。d. SWIFTsは、第8条に従って国際災害救援期間が開始された後に、国際的な災害支援の主要な入国地点（状況に応じ、関係する空港、海港及び陸路越境地点を含む。）に展開される。172人道研究ジャーナルVol. 3, 2014
