The government of［country name］bears the primaryresponsibility for responding to disasters on its territory.Assisting Actors’role is to supplement and complementdomestic efforts.b. Assisting Actors shall comply with national law andrespect the culture of communities they assist.c. Assisting Actors shall comply with the principles ofhumanity, neutrality and impartiality in providingInternational Disaster Assistance. In particular, they shallestablish their aid priorities on the basis of need aloneand they shall not:（i）engage in any adverse distinctions,exclusions or preferences based on status, such asnationality, race, ethnicity, religion, class, gender,sexual orientation, disability, age or politicalopinion;（ii）seek to further a particular political orreligious standpoint or interfere in internalmatters irrelevant to the Disaster response;（iii）seek to obtain commercial gain from theirassistance; or（iv）gather sensitive information of a political,economic or military nature that is irrelevant toDisaster Relief or Initial Recovery Assistance.d. In addition, non-governmental organizations shallcomply with the principle of independence. In particular,they shall not act as instruments of the foreign policy ofany government.第16条国際的な災害支援の原則a.［国名］政府は、その領域における災害に対応する第一義的責任を負う。支援主体の役割は、国内の取組を補完し及び補足するものである。b.支援主体は、国内法に従い、かつ、支援するコミュニティの文化を尊重する。c.支援主体は、国際的な災害救援の提供に際し、人道、中立及び公平の諸原則を遵守する。特に、これらの主体は、必要性に基づいてのみ支援の優先度を定めることとし、下記のことを行わない。（i）国籍、人種、民族、宗教、階級、性別、性的指向、障がい、年齢又は政治的意見等の地位に基づくいかなる不利な差別、疎外又は好意的選択への関与（ii）特定の政治的若しくは宗教的見解を推し進めること、又は災害対応に関係のない被災国の内政に干渉することを求めること。（iii）自らの支援から営利を得ることを求めること。（iv）災害救援又は初期復興支援に関係のない政治的、経済的又は軍事的性質の機微な情報を収集すること。d.さらに、非政府組織は、独立の原則を遵守する。特に、これらの組織は、いかなる政府の外交政策の手段としても行動しない。Article 17 Respect for the Dignity and Privacy ofPersons Affected by Disastera. Assisting Actors providing International DisasterAssistance shall respect the dignity of persons affectedby a Disaster. In particular, they shall consult with thebeneficiaries of their assistance in the design,implementation, monitoring and evaluation of theDisaster Relief and Initial Recovery Assistance theyprovide.b. Assisting Actors shall respect the privacy of personsaffected by a Disaster in their data management.
