Assisting Actors shall ensure that the Goods andServices they provide are appropriate to the needs andcircumstances of persons affected by the Disaster and incompliance with the requirements of this Act and allapplicable laws of［country name］.b. Except as described in subsection（c）of this Article,Assisting Actors shall additionally make their bestefforts, in light of all of the circumstances, to ensure thatthe Goods and Services they provide conform to theminimum standards in the Sphere Project HumanitarianCharter and Minimum Standards in HumanitarianResponse”c.
