The Legal Facilities described in Chapter VI areavailable only to Eligible Actors as described in thisChapter and are effective only during the InternationalDisaster Relief and Initial Recovery Periods. Unlessotherwise stated in Chapter VI, the Legal Facilities areequally effective during both of those periods.b. All of the Legal Facilities described in Chapter VIshall be available to Assisting International Actorsdeemed eligible pursuant to Article 21, or approved aseligible pursuant to Article 22.c. The Legal Facilities described in Parts 1 to 5 ofChapter VI only shall be available to Assisting DomesticActors deemed eligible pursuant to Article 21 orapproved as eligible pursuant to Article 22, with respectto International Personnel, Goods, Equipment andTransport they bring to the country from abroad toprovide Disaster Relief or Initial Recovery Assistance.第20条授与資格を有する主体に対する法的便宜の規定a.第6章に示す法的便宜は、本章に示す授与資格を有する主体にのみ与えられ、かつ、国際的な災害救援及び初期復興支援期間においてのみ有効である。法的便宜は、第6章に特段の記述のない限り、災害救援及び初期復興支援期間の両方において等しく有効である。b.第6章に示すすべての法的便宜は、第21条に従って授与資格を有するとみなされる又は第22条に従って授与資格の承認を受けた国際的な支援主体に与えられる。c.第6章第1節から第5節に示す法的便宜は、災害救援又は初期復興支援を提供するために海外から持ち込む国際要員、物資、機材及び輸送に関し、第21条に従って授与資格を有するとみなされる又は第22条に従って授与資格の承認を受けた国内の支援主体にのみ与えられる。Article 21 Deemed Eligibility for Legal Facilitiesfor Certain Assisting Actorsa. Upon the commencement of an International DisasterRelief Period pursuant to Article 8, the followingAssisting Actors shall be deemed eligible to receive theLegal Facilities described in Chapter VI of this Actwithout a further application process pursuant to Article22:（i）Assisting States;（ii）relevant intergovernmental organizations,including United Nations and regionalorganizations;（iii）the［country name Red Cross/Red Crescent］Society and Foreign Components of theInternational Red Cross and Red CrescentMovement; and（iv）any other Assisting Actor that the［relevantdisaster management authority］wishes to deemeligible.b.
