The Journal of Humanitarian Studies Vol. 3, 2014monitoring for reasons of public health and security.実施Article 33 Simplification of DocumentationRequirementsThe［customs authority］shall:a. clear or release consignments of Goods and Equipmentsent by or on behalf of Eligible Actors on the basis of a［simplified / provisional goods declaration］providing theminimum information necessary for the［customsauthority］to identify the Goods and Equipment andsubject, when deemed necessary, to completion of a morecomplete declaration within a specified period;b. allow a single goods declaration for all imports ofGoods or Equipment by or on behalf of Eligible Actors;c. allow the goods declaration and any supportingdocuments relating to consignments of Goods orEquipment sent by or on behalf of Eligible Actors to belodged［electronically and］without any fee;d. allow the lodging and registering or checking of thegoods declaration and supporting documents prior to thearrival of consignments of Goods or Equipment sent byor on behalf of Eligible Actors, to facilitate their releaseupon arrival; ande. waive any requirement of translation of details indocuments relating to consignments of Goods orEquipment sent by or on behalf of Eligible Actors unlessit is absolutely necessary for the purposes of release orclearance.第33条書類要件の簡素化［税関当局］は、a.物資及び機材を特定するために［税関当局］にとって最低限必要な情報を提供する［簡素化された/暫定的な申告］に基づき、また、必要であれば特定の期間内にさらに完全な申告を行うことを条件とし、授与資格を有する主体（又はその代理）によって送付される物資及び機材の積荷を通関し又は引き渡す。b.授与資格を有する主体（又はその代理）による物資又は機材のすべての輸入の一括申告を許可する。c.授与資格を有する主体（又はその代理）によって送付される物資又は機材の積荷に関する申告及び付属書類を［電子的に及び］無料で提出することを許可する。d.授与資格を有する主体（又はその代理）によって送付される物資又は機材の到着時の引渡を円滑にするため、それらの物資又は機材が到着する前に申告及び付属書類の提出及び登録又は照合を許可する。e.通関又は引渡の目的に必要不可欠でない限り、授与資格を有する主体（又はその代理）によって送付される物資又は機材の積荷に関する書類における詳細事項の翻訳要件を免除する。Article 34 Extended Hours for CustomsDuring the International Disaster Relief Period only, the［customs authority］shall:a. upon request, and without additional charges, carry outthe functions necessary for the release or clearance ofconsignments of Goods or Equipment imported by or onbehalf of Eligible Actors outside their designated hoursof business and/or away from customs offices whennecessary; andb. coordinate with the business hours and competenciesof any other relevant［departments/ ministries］involvedin the approval of incoming consignments and, wheneverpossible, carry out joint operations, such as joint customscontrols, including participation in SWIFTs, ifestablished under Article 14.第34条税関の時間延長［税関当局］は、国際的な災害救援期間においてのみ、a.要請に基づき、かつ、追加料金なしで、必要に応じて所定の業務時間外又は税関事務所外において、授与資格を有する主体（又はその代理）によって輸入される物資又は機材の積荷の引渡又は通関に必要な機能を果たす。b.到着する積荷の承認に関与する他の関係［部署/省庁］と業務時間及び権限の調整を行い、かつ、可能な限り、統合税関管理等（第14条の下で設置された場合には、SWIFTsへの参加を含む。）の共同業務を実施する。182人道研究ジャーナルVol. 3, 2014
