The Journal of Humanitarian Studies Vol. 3, 2014Article 39 FoodFood imported by Eligible Actors shall be admittedpursuant to expedited procedures set out by regulationsto be developed within［6 months］of the entry into forceof this Act by the［relevant agricultural or healthauthority.］第39条食料授与資格を有する主体（又はその代理）によって輸入される食料は、この法律の発効から［6カ月］以内に［関係農業又は衛生当局］によって作成される規則に定める迅速な手続に従って輸入が認められる。Article 40 Imported VehiclesThe［relevant transportation authority］shall granttemporary recognition to foreign registration and platesto vehicles imported by Eligible Actors pending theprovision of local registration and plates.第40条輸入される輸送機器［関係輸送当局］は、国内における登録及びナンバープレートが交付されるまでは、授与資格を有する主体によって輸入される輸送機器の外国の登録及びナンバープレートを一時的に認定する。［Alternative Article 40: The［relevant transportationauthority］shall expedite the granting of local registrationand［temporary］plates for vehicles imported by EligibleActors.］［第40条の代替案：［関係輸送当局］は、授与資格を有する主体が輸入する輸送機器に関する国内登録及び［一時的な］ナンバープレートの交付を迅速に行う。］Article 41 Search DogsSearch dogs imported temporarily by Eligible Actorsshall be admitted without the need for quarantine so longas they meet the conditions and requirements of specialregulations to be developed within［6 months］of theentry into force of this Act by the［relevant authority］.第41条捜索犬授与資格を有する主体によって一時的に輸入される捜索犬は、この法律の発効から［6カ月］以内に［関係当局］によって作成される特別の規則の条件及び要件を満たす限り、検疫の必要なく輸入が認められる。Part 4 Permitted Disposition of Equipment andUnused Goods第4節分機材及び未使用物資の許可に基づく処Article 42 Disposition of Equipment and UnusedGoodsa. This part sets out the permitted disposition of Goodsor Equipment for which Eligible Actors have receivedwaivers or exemptions from fees, duties, taxes or othercharges pursuant to this Chapter and which remain intheir possession as of the end of their Disaster Relief andInitial Recovery Assistance operations.b. Such Goods and Equipment may be:（i）retained by Eligible Actors that are not-forprofitentities and used or distributed by them forhumanitarian, development or charitable purposesin［country name］;（ii）re-exported pursuant to Article 43;（iii）donated pursuant to Article 44; or（iv）disposed of pursuant to Article 19.第42条機材及び未使用物資の処分a.本節は、授与資格を有する主体が本章によって諸税又はその他の手数料の免除を受けた物資又は機材で、災害救援及び初期復興支援活動の終了時にそれらの主体が保有しているものにつき、許可に基づく処分を定める。b.これらの物資及び機材は、（i）非営利組織である授与資格を有する主体によって保持され、また、これらの主体によって［国名］において人道、開発若しくは慈善目的で使用され又は配付されることがある。（ii）第43条に従って再輸出されることがある。（iii）第44条に従って寄贈されることがある。（iv）第19条に従って処分されることがある。人道研究ジャーナルVol. 3, 2014 185
