This Article is without prejudice toany civil or criminal liability under other laws that mightalso attach to the official’s actions or omissions.第60条公務員による違反に対する制裁この法律の下での責任の遵守を怠った［国名］の公務員は、［公務員法に従った懲戒処分又は］［金額］を上限とする罰金の対象となることがある。本条は、公務員の作為又は不作為に付随するその他の法律の下での民事又は刑事責任に影響を及ぼすものではない。Chapter VIII Transit of International DisasterAssistance第8章国際的な災害支援の通過Article 61 Facilitation for TransitIn the event a Disaster occurs in another country forwhich International Disaster Assistance is required the［relevant customs, immigration, and transportauthorities］shall facilitate the speedy transit ortranshipment across national territory of InternationalDisaster Assistance by Assisting International Actors,including International Personnel, Goods, Equipment andTransport, in order to reach the affected country, asfurther described in this Part.第61条通過の円滑化［関係税関、入国管理及び輸送当局］は、国際的な災害支援が必要とされる災害が他の国で発生した場合には、国際的な支援主体による国際的な災害支援（国際要員、物資、機材及び輸送を含む。）が被災国に届くよう、本章にさらに示す通り領域内における迅速な通過又は積み替えを円滑にする。Article 62 Transit Facilities Perioda. When, after seeking the views of the relevantauthorities of a Disaster-affected country, the［relevantauthority］is satisfied that Disaster Relief or InitialRecovery Assistance is likely to be required and that thetransit or transhipment of International Personnel, Goodsor Equipment through its territory is likely to be helpful,the［relevant authority］may declare the beginning of aTransit Facilities Period.b. The Transit Facilities Period shall continue untilterminated by the［relevant authority］, when it is satisfiedthat Transit Facilities are no longer required.c.
