The Journal of Humanitarian Studies Vol. 3 Annex, 2014Executive SummaryPart I: System for Receiving International AssistanceThe loss and damages caused by the Great East Japan Earthquake (GEJE) were immense andwide spread, leaving many lessons learned and critical issues to be addressed. The respondingagencies included the Government of Japan’s Cabinet Office and other line Ministries, affectedprefectures and municipalities, designated public institutions, private companies andNGO/NPOs. Yet, all of them struggled in ensuring effective coordination and mutualcollaboration. Challenges were also faced around effective utilisation of both domestic andincoming international support as well as appropriate reporting and dissemination ofinformation on such assistance. In October 2011, the Government of Japan initiated a Committee for Policy Planning onDisaster Management established under the Central Disaster Management Council, whoseobjective was to review the response efforts during GEJE and to compile lessons learned, inorder to strengthen disaster management measures against anticipated large scale disastersand other meteorological disasters which are becoming more frequent. Additionally, with aview to ensure more smooth response by the agencies, the Disaster Countermeasures BasicAct has been revised twice, and the Act on Reconstruction from Large‐Scale Disasters has beenenacted. Against this backdrop, the following eight recommendations are presented, specifically withregard to the system for receiving international assistance, which becomes inevitable when alarge scale disaster occurs. 1. A clear basic policy on receiving international assistance during disasters As receiving international assistance becomes inevitable when a large scale natural disasterhits Japan, the Government of Japan should pre‐establish its basic policy clarifying thecriteria and procedures for receiving‐or declining‐offers of international assistance.Putting in place such a policy will help not only promote diplomatic relations but alsocompliment domestic response efforts. The basic policy and overall procedures foraccepting international assistance should be translated into foreign languages and sharedwith the international community during the pre‐disaster phase.2. Institutional reforms in enhancing the role of the Government for acceptance ofinternational assistance A comprehensive disaster management body located within the (central) Government ofJapan should make centralized and proactive decisions on the acceptance of incominginternational assistance. This body will needs to be strengthened in a way that can bear fullresponsibility in terms of quick and smooth acceptance of incoming assistance, includingtransport of relief goods and personnel to disaster affected areas, temporary storage ofrelief items.3. Development of Standard Operating Procedures (SOPs) on acceptance of internationalassistance In order to support quick and smooth acceptance of incoming international assistance withcentralized and proactive decisions by the comprehensive disaster management body inthe Government, Standard Operating Procedures (SOPs) needs to be developed for theofficials of the respective Ministries and joint exercises testing such SOPs with theinvolvement of multiple stakeholders need to be conducted once a year. The SOPs need tobe developed by taking into consideration existing international guidelines.4. Legal arrangements and administrative ordersLegal arrangements and administrative orders on liability for damages and indemnificationneed to be put in place for handling any damages caused by international responders aswell as any accidents or incidents that may occur to international responders.
