Journal of Humanitarian Studies Vol. 4, 2015Disaster Nursing Education ProjectHiroshi Higashiura 1 , Mariko Ohara 2 , Yoshiko Tsukada 3 ,Nahoko Okamoto 4 , Hanayo Kawate 5Background of the ProjectAs of April 1st, 2014, there were 234 Faculties of Nursing at Nursing Colleges and/or Universities inJapan 6 . The special characteristics of the Japanese Red Cross College of Nursing are as follows:Networking among International Committee of the Red Cross, International Federation of Red Cross andRed Crescent Societies and 189 National Red Cross/Red Crescent Societies.The Japanese Red Cross Society, the parent body of the Japanese Red Cross Academy, has been deeplyinvolved with disaster relief and support activities and medical and health development programs indeveloping countries through Red Cross/Red Crescent Societies.The Japanese Red Cross College of Nursing offers 120 hours of disaster nursing subjects in its Bachelorprogram, and has set up International / Disaster Nursing Studies in its Master and Doctoral programs.Building on these characteristics, and in order to contribute to the international development of disasternursing education, the project applied to the Ministry of Education, Culture, Sports, Science andTechnology’s Strategic Research Foundation at Private Universities in January 2011. Soon after, on March11, 2011, the Great East Japan Earthquake struck.In this project, four research projects related to the March 11 earthquake and one research project,“Development of Disaster Nursing Education in Disaster-prone Countries in Asia,”were implementedover three years. Research outcomes and results of these five research projects were presented at nationaland international conferences 25 times over the past three years.Outline of Research1) Purpose, Significance and OutlineIn 2005, the 2nd UN World Conference on Disaster Reduction (WCDR) approved the Hyogo Frameworkfor Action (HFA) 2005-2015 aimed at“Building Resilience of Nations and Communities to Disaster.”One action countermeasure was to build a structure of self-help and mutual help. That means that disasterpronecountries should strengthen disaster relief organizations and human resources in line with their ownculture. At present, only a handful of colleges/universities offer disaster nursing research and educationaltraining internationally. In this regard, there is an urgent need to develop contents and methods of disasternursing education for nurses, midwives and public health nurses, who play important roles in disasterrelief.
