Journal of Humanitarian Studies Vol. 4, 2015In order to upgrade quality of nursing education, it strengthened entrance requirements to academic abilityequal to or higher than that of a girls’high school graduate since 1958. In addition, the number of curriculumsubjects was increased and clinical training was reinforced. To cover rising educational finances, studentshad to pay KRW 30,000 of admission fee and KRW 6,000 of tuition. On March 1 st , 1959, the school wasseparated from Seoul Red Cross Hospital and established independent operation system. At the same time,it became the only educational institution directly affiliated with the Korean Red Cross.(3) From a nursing school to junior college (1962-1997)On January 16 th , 1962, the school was authorized as Red Cross Nursing School. However, since it wasclassified as a miscellaneous school, its students were prevented from transferring to four-year colleges.Previously, the head of a hospital also served as school principal, but in 1970, Ms. Young-sook Hong wasappointed as the first principal of nursing background. On June 3 rd , 1975, Educational Foundation of RedCross Academy was founded. The Academy acquired the equal status with a junior college as it becamea professional school in 1976. In 1977, it was designated as a teacher-training institution whose studentscan obtain nurse license and school nurse certificate at the same time. As a part of the government projectto promote lifelong education, the Academy opened evening class in 1982 for nurse assistants, increasingentrance quota to 160 in an effort to offer them continuous educational opportunities.Since February 1978, professional journals had been published but the volume 27 issued in 2004 becamethe last publication by the agreement of professors. The college had been the exemplary case of othercolleges in strengthening clinical training by obligating full-time professors to instruct clinical training andinviting adjunct professors exclusively responsible for clinical education.(4) College of Nursing (Oct.1998-2011)According to the policy of the Ministry of Education, it was renamed as College of Nursing on October1 st , 1998. The college was funded by the government for two years under the theme of“Emergency andDisaster Nursing Education”. Thanks to the government support, it conducted various researches on disasternursing and held many international seminars. It also designated“Emergency and Disaster Nursing”as acompulsory subject and opened“Health and Disaster Research Center.”Before it was merged with anotheruniversity in 2011, the college received government fund for every year, which accounted for 5 to 10 % ofannual school budget. Although the new college building built in 1974 was renovated twice in the 1980sand 1990s, space was severely insufficient. The college set up relocation plan to obtain four-year universityqualifications. However, the plan was canceled and it decided to extend the school. After having a groundbreakingceremony in January 2003, a building of seven stories above ground and four underground levelswith an area of 8,033.95m2 was completed on July 31 st , 2005.Education for graduates was also activated with opening of Lifelong Education Center in 2003. In 2006,according to the policy of the Education Ministry, academic credit bank system was introduced, whichallows three-year nursing course graduates to obtain Bachelor’s degree. In 2008, it was institutionalizedthat the colleges can run intensive major courses so that the students can obtain Bachelor’s degree ofnursing. College of Nursing also opened the intensive courses, but it was ceased with merger.3) New Start forward the best (2011-present)(1) Efforts for promotion to university-collegeSince 1988, the college established a committee on college development and made various efforts to convertthe school system into Bachelor’s course. However, the Ministry of Education considered its plan as newschool installation rather than school system reform, and required it to secure the school site and buildingsto meet standards. To fulfill the requirements, the college extended the site and built new buildings in 2005.Consequently, however, the promotion plan was failed as the requirements were strengthened during the人道研究ジャーナルVol. 4, 201577
